The Migration Policy Group has been selected to carry out research on target setting for improving the situation of migrants and ethnic minorities for the European Network Against Racism (ENAR)

Description

MPG will deliver the research paper as a follow-up to the first part of the study, 'The social and employment dimensions of the EU’s Lisbon Strategy: what are the opportunities for monitoring and improving the situation of migrants and ethnic minorities?' also commissioned by ENAR. 

This second part of the research will define concrete targets and benchmarks to improve the situation of migrants and ethnic minorities in the future EU strategy - Europe 2020, aiming towards common European targets for concretely improving the situation of ethnic minorities and migrants.  It will provide a tool to develop advocacy and lobbying strategies for stakeholders, including ENAR's extensive membership.

The paper will:

  • Analyse the process of setting specific targets for ethnic minorities and migrants at national and EU level
  • Provide a detailed analysis of the use of certain targets by looking into national examples and see how far ethnic minorities and migrants have been included in the programmes
  • Explore methodologies and good practices for setting specific targets and progressing towards their achievements for ethnic minorities and migrants
  • Provide a model methodology and tools for target setting that could be used by ENAR members and others to develop advocacy strategies to recommend national and European level targets in certain areas
  • Propose tentative disaggregated targets for improving the situation of ethnic minorities and migrants in the Europe 2020 strategy
