This short paper first proposes how a definition of integration can be developed by a variety of actors, in such a way that it reflects these actors’ mandate and mission. It then argues that all integration may be local but that not all policies are local. Finally it gives an example how integration policies can be compared and measured using the MIPEX – the Migrant Integration Policy Index.
