As a result of migration flows in recent decades, substantial populations of different origins have come to live permanently in most of the member states of the Council of Europe. The growing unemployment rates in European societies has not facilitated immigrants’ access to the labour market.
It is of crucial importance to increase the number of initiatives taken with a view to counter-acting the over-representation of immigrants in unemployment statistics, even in relation to skilled workers and well-qualified women and men.
