Charting progress: A comparative analysis of national LGBTIQ equality action plans in the EU
Summary
Despite the promise of national action plans/strategies for the effective protection and promotion of fundamental rights in EU Member States, there is no comprehensive comparative analysis of the current state of play. This thematic report aims to fill that knowledge gap.
Moreover, this report also answers the increasing calls from EU institutions and civil society for comparable data on the human rights situation of LGBTIQ people across the European Union. It provides a detailed overview of the state of implementation in EU Member States of (national) action plans or strategies on LGBTIQ equality.
The report does not analyse the state of LGBTIQ equality in the Member States as such but rather whether and to what degree EU Member States make use of action plans/strategies in order to protect and promote the fundamental rights of LGBTIQ people.
Concretely, this report delves into:
- The preparation, drafting and adoption of national LGBTIQ Equality action plans/strategies
- Content and implementation of national LGBTIQ Equality action plans/strategies
- Monitoring and evaluation of national LGBTIQ Equality action plans/strategies
About the European network of legal experts in gender equality and non-discrimination
The European network of legal experts in gender equality and non-discrimination was established in December 2014 and combines two previously existing networks: the European Network of Legal Experts in the Non-discrimination Field and the European Network of Legal Experts in the field of Gender Equality.
