On 11 March 2025, the Commission also proposed a new Common European System for Returns. As momentum for \u201cpolicy reform\u201d grows, a clearer picture of the existing frameworks in the member states is urgently needed.<\/p>\n<p>A new working paper written by <strong>MPG<\/strong> under the<a href=\"https:\/\/www.migpolgroup.com\/index.php\/portfolio-item\/fair-finding-agreement-in-return\/\"> <em>FAiR<\/em> project<\/a> provides the most comprehensive mapping to date of <strong>Intergovernmental Return Frameworks (IRFs)<\/strong> \u2013 including those formal agreements between EU\/EFTA countries or the European Union and third countries aimed at facilitating the return and readmission of migrants. These agreements vary in legal status and content, and often include issue linkages to other policy areas such as development or border control.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Working Paper \u2013 Key Highlights<\/strong><\/p>\n<ul>\n<li>The paper collects and analyses <strong>migration cooperation agreements<\/strong>, specifically readmission agreements, signed by EU\/EFTA countries and the EU with third countries between <strong>2008 and 2023<\/strong>.<\/li>\n<li>It focuses on the <strong>number of agreements<\/strong>, their <strong>enforceability and legal bindingness<\/strong>, <strong>geographical distribution<\/strong>, <strong>issue linkages<\/strong>, and <strong>implementation and monitoring<\/strong> mechanisms.<\/li>\n<li>MPG coordinated the development of a <strong>comprehensive inventory<\/strong> of these agreements. A key aim is to <strong>improve the quality and clarity<\/strong> of existing data on return and readmission.<\/li>\n<li>The inventory complements current datasets -including Cassarino\u2019s, by offering <strong>systematic and comparative information<\/strong> on the <strong>content<\/strong>, <strong>scope<\/strong>, and <strong>mechanisms<\/strong> of IRFs.<\/li>\n<li>It serves not only as a critical resource for understanding current frameworks, <strong>but also paves the way for future research opportunities<\/strong>. It can be expanded to include additional countries, supporting broader academic collaboration and data development in this field.<\/li>\n<\/ul>\n<p>This <a href=\"https:\/\/www.migpolgroup.com\/wp-content\/uploads\/2025\/04\/260325_Working-Paper-WP3-IRFs-final-draft-MPG-25.pdf\">working paper<\/a> addresses a significant gap in the analysis of EU return policy by moving beyond mere agreement counts.
