Europe’s classrooms are increasingly diverse. Migrant and refugee students bring rich multilingual backgrounds to their schools, yet education systems across the continent continue to grapple with how to support both proficiency in the language of instruction and the preservation of students’ first and family languages. The evidence is clear: comprehensive language support – one that honours both dimensions – is not only a matter of educational equity but a precondition for social inclusion and long-term academic success.
SIRIUS, the European Policy Network on Migrant Education, has tracked these challenges across successive editions of its Watch comparative policy report written by MPG. Building on findings from the Watch 2024 (on data availability) and Watch 2025 (The SIRIUS Migrant Education Policy Index), the 2026 Watch report focuses on comprehensive language support policies across 15 European countries – examining what works, where gaps remain, and what good practice looks like.
The 2026 Annual Policy Conference brings these findings into dialogue with leading research and practitioner expertise, with the aim of strengthening the evidence base for policy reform and spotlighting the role of multilingualism as a resource – not a barrier – in migrant education.
