MIPEX in use – August 2026
Our Migrant Integration Policy Index (MIPEX) is a unique tool measuring integration policies in 56 countries across 8 policy areas. It provides up-to-date, comprehensive research data and analysis on which to base policies, proposals for change and projects. Besides data on national integration policies, MPG also gather data on policies at the regional level through Regin (MIPEX-R), and at the local level via Whole-COMM (MIPEX-L).

Benchmarking migrant talent integration in Southern Europe: an exploratory PROMETHEE II analysis
The study assesses the capacity of Southern European countries – Portugal, Spain, Italy, Greece, Cyprus, and Malta – to integrate migrant talent into their human-capital systems. Nine indicators are examined across three dimensions: institutional policy inputs, capturing formal arrangements for the integration of third-country nationals; socio-economic outcomes), reflecting the degree of integration of the foreign-born population; and asylum-system pressure, representing the administrative burden associated with asylum applications. The assessment is based on a cross-sectional matrix combining MIPEX 2020 scores with Eurostat indicators for 2023. All indicators are assigned equal weights and evaluated using predefined preference thresholds within a PROMETHEE II framework.
The study examines the relationship between citizenship policy and acquisition rates across 18 European countries (the former EU-15 plus Poland, Norway, and Switzerland) over the period 2009-2023. The article highlights the multidimensional nature of citizenship acquisition regimes and reviews the development and limitations of citizenship policy indices. It introduces multiple operationalisations of Citizenship Acquisition Rates (CARs) in order to improve the measurement of citizenship acquisition outcomes in comparative perspective. Finally, it examines how formal policy inclusiveness, measured through the MIPEX citizenship Indicators, relates to citizenship acquisition patterns across the studied countries, while accounting for compositional differences by sex, age, and citizenship status (EU versus non-EU nationals).
Russia’s instrumentalization of citizenship: a study of the 2023 citizenship law
This article explores how Russia instrumentalises citizenship and anluses the 2023 citizenship law and subsequent decrees. It claims that recent measures illustrate how citizenship is used to reinforce loyalty and limit dissent from naturalised citizens. The citizenship aspect dimension of MIPEX is quoted as background data setting the context.
